Union Memo to Members at Pappas Hospital in Canton

By now everyone has learned of the plan to relocate patients and close the buildings in Canton. We are writing to let you know what the union is doing and to keep you informed as we go forward​​​​​​
​
1. We are already meeting with the administration to explore transfer possibilities and other options within the agency. At this stage, we do not have any news to report but want you to know that we are currently having those conversations.
2. If layoffs occur, we will aggressively assert bumping rights for each and every one of our members. Management has already agreed to have seniority lists available for you in the HR office at Pappas. They will be available in the near future.
Those of us who have experienced closures in the past know that one of the most frustrating aspects is incorrect information and rumors. For that reason, we are being very careful to report to you only those things which we know with absolute certainty. This email is merely the first step to reach out to everyone and make sure that you know you are not forgotten and that we have much work to do. We cannot guarantee that we will obtain agreements that satisfy everyone, but we do commit to keeping the impact of this closure as a high priority. Every NAGE Local with members at Pappas is working together as a single unit.
We will continue to keep you posted as we learn more.

Notice to NAGE Members at MassAbility
​​
A few weeks ago, you may have received communication from management stating, “employees will not be reimbursed for travel within two (2) miles of their permanently assigned office.” One of our fellow members at MassAbility sent me a copy of that new policy. I promised to keep their name anonymous, a promise I will always keep. Otherwise, I would tell you who it was so you could join me in thanking them.
Needless to say, we have a contract that gives us the right to be reimbursed for the miles we drive on behalf of the Commonwealth. Management does not have the right to make unilateral changes in that contract, and do things like change how mileage reimbursement is paid to us. As soon as our fellow member notified me of this new “policy,” I reached out to demand that the new “policy” be revoked.
To their credit, which I appreciate very much, Labor Relations responded quickly and we reached an agreement to revoke the new mileage policy. In the near future, you will receive official notification of that change. You will continue to be paid for the miles you travel on behalf of the Commonwealth, under the terms of our contract. As always, this does not cover the miles you drive on the commute to and from your assigned office.
I realize that losing two miles of reimbursement would not have been a loss of much money (although, to me, every dollar matters). The point, however, is that we cannot remain silent when someone in management decides, on their own, to rewrite our benefits -- no matter how large or small.
This event is a great example of how we are stronger together.

As we continue to roll out these new updates and switch to this new platform, we appreciate your patience and understanding as we put the finishing touches on everything. There may be times when full accessibility to all of the pages and resources you are looking for are not currently available; please know that this will be temporary and we are working hard to make the website the best it can be for all of our members.

NAGE TCL and LinkedIn Learning Programs

​​Dear NAGE Executive Branch Members,
The 2024 and 2025 Training and Career Ladder (TCL) Program classes are now available!
Both union-specific and union-versal trainings are available for NAGE members. NAGE Bargaining Unit employees within the Executive Branch and Independent agencies can register for courses via MassAchieve.
NAGE Bargaining Unit employees who work at Office of State Comptroller's (CTR), Office of the Attorney General (AGO) or Massachusetts Cultural Council (ART) can register via this registration form.
As always, please communicate with your supervisor and obtain prior approval before registering for any courses. Agencies may approve or deny requests based on their operational needs.

Supplemental Budget Update
The House and Senate reached agreement earlier today on a supplemental budget that included authorizations for NAGE’s new collective bargaining agreements. The bill has been enacted successfully and sent to the Governor for her signature.
We will provide an update as soon as the Governor has taken action.

Leave Administration Update
We are writing to you regarding the recent HRD memo that you received addressing the upcoming changes to Leave Administration. We are pleased to inform you that NAGE has reached agreement with the Healey Administration over the unfair labor practice charges addressing Workpartners, the time leave management vendor implemented by the previous Administration. As a result of the agreement, Workpartners will, over time, transition out and HRD will establish a centralized leave administration unit staffed with state employee who are experts in the field of leave management.
Leave administration affects every employee at some point during their career. Whether it is to care for yourself or a family member during a medical or other crisis, it is imperative to have guidance and assistance in navigating these matters. Having state employees that are leave specialists offer guidance and advice on leave benefits to state employees is best practice and is what NAGE members want.
We applaud the Healey administration for working with NAGE to reach agreement and for returning this important work to state employees.

Executive Branch Contract Ratification Results
First, we would like to thank all of our members who participated in the Contract Ratification. We received an outstanding turnout and are proud to have such high member involvement.
Second, congratulations!
With a staggering 94.22% of the ballots voting to Approve the Proposed Successor Agreement, you have voted to ratify your successor agreement! This contract was historically ratified well before the end of the current contract, and we would not have been able to attain the parameters we did without the leadership of the Bargaining Team, the solidarity of the NAGE-led union coalition, or the Healey Administration.

The CBA highlights are as follows:
​

11% in general pay increases over the three-year life of the contract, for a total of 20.56% in raises (including compounding between the current one-year contract and the new three-year contract)

4% increase in July 2023 (already implemented)
-
4% increase in January 2024 (already implemented)
-
5% in 2025, paid at 3% in January and 2% in July
-
4% in 2026, paid at 2% in January and 2% in July
-
2% in 2027, paid at 2% in January
-
-
Increase in the minimum promotion factor from 3% to a minimum of 5%, effective January 2025
-
Increase standby pay to $35 per period (from $17.50), effective January 2025
-
Increase Shift Differential by $1 per hour, effective January 2025
-
Increase Weekend Differential by $1 per hour, effective January 2025
-
Eliminate one-day limit on Weekend Differential, effective January 2025
-
Double travel and overtime meal reimbursement, effective January 2025
-
Implement a Transportation Pass subsidy of 50% up to a monthly maximum of $150 for MBTA and Regional Transit Authorities, effective January 2025
-
Implement Bilingual pay of $80 per pay period for employees providing translation services a significant portion of their workday, effective January 2025

The Administration will now be filing a supplemental budget for funds to be appropriated by the legislature for the successor agreement. We will keep you updated as any new information becomes available.
